Treaties and Agreements between the Fel Empire and the People's Galactic Alliance.

First/Second Imperial/Alliance TreatyEdit

The combined First and Second Imperial/Alliance treaties, as written and signed by Empress Naja Fel of the Fel Empire (New Galactic Empire) and Chancellor Selkisto Horten of the PGA. The draft of the treaty was ultimately published as the 'First' Treaty, so the 'Second' treaty is the first official treaty published, with only minor revisions regarding the allocation of territory on Coruscant. Treaty follows:

In the interest of mutual benefit, peace, and the greater good, and to maintain cordial relations between formerly opposing sides, the leading representatives Empress Naja Fel and Chancellor Selkisto Horten have established a peace agreement for interaction and jurisdiction on Coruscant. The New Galactic Empire and the People's Galactic Alliance are hereby allied under the following terms and conditions:

Condition One: There is to be no armed engagement between either side for any reason, and to begin any sort of engagement would be to violate the law of their own party, and subject them to the punitive measures of the injured party.

Condition Two: State of Affairs - If one side interferes with affairs of another, the offender would be held accountable for the crime under the jurisdiction of both governing bodies.

Condition Three: The Imperial Palace and Executive Building (Garrison) are under owenership of the Imperial government, and are to be treated as private property by members of the People's Galactic Alliance. No member of the PGA may gain entrance past the public lobbies of either building without explicit permission from an Imperial officer.

Condition Four: The memorial area and medical center building are un-owned but mutually protected territory, and members of the Imperial Government and People's Galactic Alliance may travel freely through it.

Condition Five: The Memorial area and medical center are under the cooperative jurisdiction of both the Imperial Government and the People's Galactic Alliance. Policing authority is given to both parties, where niether side has policing authority over the other, but either party must gain permission from the other to join in police efforts to amend a conflict of any sort. Either party may request assistance from the other, and it is expected to be given, if it can be afforded.

Condition Six: Areas outside of the Imperial Palace, Imperial Executive Building (Garrison), and Memorial are under the sole jurisdiction and policing authority of the People's Galactic Alliance. Members of either party may travel throughout these areas, and may not be deterred or restricted for any reason, except where conditions one or two may me appropriately invoked.

Condition 7: Any private property owned by a member of the Imperial government may be considered to be under Imperial jurisdiction. However, private property outside of the Imperial Palace, Imperial Executive Building (Garrison), and Memorial may be subject to PGA law, under rights afforded to Deliberate Non-citizens in Article 1, Section 1, Subsection II: 4 and II: 5

Condition 8: If a conflict originates in an area under Imperial jurisdiction, it remains under Imperial jurisdiction, regardless of the geographical path it takes. Likewise, if it originates in an area under PGA jurisdiction, it remains under PGA jurisdiction, regardless of the geographical path it takes.
